Open Question: I did my taxes and now owe 1800$ ?

Who exactly is getting my taxes. Am I paying the state or am I paying Washington. It says I have to send the money to Binghamton NY. Now do they know to send so much to the state and so much to federal like what I'm paying is one lump sum of what I owe both. You know how in a paycheck state and federal are deferent amounts of tax but I'm only sending one check out to pay what I owe. Or another way to say it is it possible to owe just the state money...
